I tried both "Paypal express checkout" and "Paypal all in one" with the same result: I cannot allow credit card checkout for customers with no paypal account.
Within my paypal business account I setup as shown on screenshot:

But after each attempt to pay it switches back to "Add PayPal checkout as another way to receive payments".
Sandbox testing is okay.
I open frontend in Google Chrome Incognito window to not mess up the cookies.
I believe something is wrong with settings I applied in Magento backend or somewhere else on my side because Paypal still works all around the world with no problems.
Any suggestions?
