I want to give a fixed amount subsidy on shipping cost but not on the product cost, what cart price rule should i use?
For example i want to give $5 shipping subsidy: so if shipping is $3, i only gave $3 discount and shipping and the rest $2 doesn't go to product discount; if i shipping is $6, i gave $5 shipping subsidy and customer only pays $1 on shipping
I'm on magento 2.3.1

I guess there is no buil-in options in the Magento to apply specific discount on the shipping amount basis but you can go with the customized solutions with that shipping module.
