I would like to have the Price consist of 'Base Cost' and 'Amount in package' custom attributes.

So that if:
Base Cost = $2 and Amount in package = $2

Price displayed in frontend = $2 * $2 = $4

How and what should I modify so that Cart, Product page, and Cart rules all work like that?

So that if:
Base Cost = $2 and Amount in package = $2

Price displayed in frontend = $2 * $2 = $4

How and what should I modify so that Cart, Product page, and Cart rules all work like that?
