You need to create your custom theme and define it in defalut.xml layout file
app/design/frontend/vendorName/ThemeName/Magento_Theme/layout/default.xml
define your container add it before where you want to place minicart then add code as below change element name change template file if required as below

Minicart is contained by this "header-wrapper". So if you re-declare it in your theme, it causes error. You just need to call it.
We had extended that layout file app/design/frontend/XXX/XXX/Magento_Theme/layout/default.xml, with the intention to add a CMS block in header
So instead of redefining container
<referenceContainer name="header.container">
<container name="header-wrapper" label="Page Header" as="header-wrapper" htmlTag="div" htmlClass="header content">
...
Just changing to referencing it fixed the issue
<referenceContainer name="header-wrapper">
