I have been trying to add a new country to the list of countries followed these steps:

1. edited vendormagentozendframework1libraryZendLocaleDataen.xml and other XML files


2. added: <territory type="BQ">Bonaire</territory>
   


3. added the country to the database directory_country iso-codes: BQ|BQ|BES
   


4. deleted the cache


5. 
   Admin > Configuration > General but I couldn't locate the country.

  Yes, I have been trying all the methods some people used, but no use. I can't seem to add it to the allowed countries it's a store for shipping items and Bonaire Island is not there. Any insights on how to get this done would be appreciated.
